Two senior police officers, Police Superintendent Loraine Saul and Assistant Superintendent Kurt Smith, were jointly charged with two conspiracy cases to commit a crime.

The indictment arises from fraud allegations.

Saul was the officer in charge of Brickdam Police Station Other Ranks Mess while Smith was the officer in charge of the Guyana Police Force’s finance department.

It is believed that between December 1 and 15, 2020, Police Superintendent Saul inflated multiple meal accounts provided by Brickdam Other Rank Mess for reimbursement to the Police Finance Department. She was also charged separately with two counts of counterfeiting the account.

Based on information, the GPF asked the Special Organized Crime Unit (SOCU) to conduct an investigation.

The investigation found that Ms. Saul created an account on December 12, 2020, and a minor meal contract on December 18, 2020 for individuals performing duties as part of an A Division Insurgent Unit training program worth $ 1,350,000.

Police said there was no such training during the period.

It is also alleged that Ms. Saul prepared another account and small contract for meals delivered to anyone who had $ 648,000 in landline duties in Georgetown Prison between December 1 and 15.

Police claim the superintendent increased the number of ranks and the number of meals on the account by $ 465,000.

Regarding ASP Smith, the SOCU investigation alleges that he worked with Saul to defraud payments for training from state funds, knowing that such training never took place.

Smith denied the allegations because his job was to sign coupons rather than review.

He was placed on bail of $ 100,000 for each charge. Officer Saul did not appear in court because she is out of court.

The case is expected to come up again on May 14th.
