According to CNET, there are several reasons why some people did not receive the full $ 1,200 on the third line of checks.

For example, the IRS may have processed the 2019 tax return for an individual before receiving their 2020 tax forms. When it does, the IRS says it will automatically assess whether a person is qualified for more money.
Then the IRS sends a new payment to make up the difference.
If a person had a child in the last year or applied for a new tax dependent person, the IRS will automatically send another payment.
The IRS is considering a way to file missing stimulus reviews before the new December 31 deadline.
Previously, the second batch of stimulus checks was rolled out within 17 days, causing issues with direct deposits.
Some of the stimulus checks were sent to unknown bank accounts, and some of the money went to “pass-through accounts” set up by companies like TurboTax and H&R Block.
Hoping to avoid previous problems, the government now has a 9 month window to get the money into the right hands.
If not, Americans may have to wait until 2022 to get their stimulus check.
There have been long delays in reviewing stimuli, including veterans who may not have received anything yet.
This week saw the third round of stimulus checks for veterans receiving benefits and not filing taxes.

However, people in need of the stimulus money most may not get it for a while. And there have been problems distributing checks to low-income people.
The IRS created a simple online form that low-income individuals who normally did not have to file tax returns could use to provide their contact information to the agency, CNN reported.
But that handy tool is gone now.
